The Minneapolis Park & Recreation Board typically meets as a full board, followed by separate committee meetings.
Everything approved in committees will need to be approved again by the full board before becoming final.
The Minneapolis Park and Recreation Board approved a resolution requesting that the city’s Board of Estimate and Taxation set a maximum property tax levy of $100,518,206 for 2027, which would be a 5.86% increase over 2026.
For both the City of Minneapolis and the MPRB, the BET approves the maximum property tax levy, which is the total amount of taxes that each government body is permitted to collect.
The BET is scheduled to vote on this in September.
Then, each agency continues its budgeting process through December.
Individual property taxes will vary based on property type and value relative to other properties.
Projections shared at the June 8 City Council Budget Committee meeting indicated that during city staffers’ budget development process, they are working with a 5.4% total property tax increase, including a 2.34% increase for MPRB.
Park board staff said at a June 17 meeting that this would leave MPRB with a $3.3 million gap.
The board received a presentation of the 2025 annual financial report .
Both the audit and management and compliance reports found no issues.
The budget director noted this is the third clean audit for MPRB.
The Operations & Environment committee approved an agreement with the University of Minnesota for tree research and outreach .
The five year program will continue a partnership with goals of propagating Heritage Trees, sourcing unrepresented tree species, and monitoring adaptable tree species.
Commissioner Kedar Deshpande noted the importance of this work as only a few cities are doing this type of study and Minneapolis is the only cold weather city in the study.
The Operations & Environment committee received a presentation on youth employment programs offered by the Park Board .
These programs began in 1986 with one for youth ages 14-18 and another for young people 18-24.
The purpose is to provide employment as well as skill training.
Funding for the program used to be grant-based, but now has a dedicated budget item.
Commissioner Amber Frederick asked about the skew towards male participants and recruitment for the program.
Staff advised much of recruitment is word of mouth, and efforts are always being made to reach other groups.
The Employee Relations Committee received a presentation on Park Police service levels and performance management .
Park Police Chief Jason Ohotto presented on service levels of the department, which showed summer 911 activity is four times as high as during the colder months, making staffing difficult.
Ohotto also indicated an aim to grow the 35-officer department over the next few years.
Commissioner Charles Rucker asked about budget needs to expand the force by 5 officers.
Ohotto expects up to $1 million to do so.
Commissioners Kay Carvajal Moran and Meg Forney spoke about their positive experiences doing ridealongs; Carvajal Moran noted high professionalism working with youth and Forney noted technology for improving operations should be explored.
Ohotto emphasized the force does not currently use drones or license plate readers.
The Administration & Finance committee approved an agreement with the city of Minneapolis and the Minnehaha Creek Watershed District for a stormwater and restoration project near Cedar Avenue .
This project to treat urban runoff is part of the recently established Minneapolis Thriving Waters Partnership , which aims to coordinate projects to improve water quality, prevent flooding, and improve habitat.
Deshpande noted this project will separate storm sewer and sanitary sewer operations.
Staff confirmed this is one goal of the project.
Abene noted Minneapolis has successfully separated these systems and stormwater overflow of sanitary sewers is now very rare.
