JetZero has moved a step closer to building its planned aircraft manufacturing hub in North Carolina after securing preliminary support from the Export-Import Bank of the United States (EXIM) for a financing package that could reach $3 billion. 
The aircraft developer signed a Letter of Interest with EXIM during the 2026 Farnborough International Airshow. 
The document does not approve funding, but it allows both sides to evaluate financing for JetZero’s proposed manufacturing campus in Greensboro under the bank’s Make More in America Initiative (MMIA). 
If the project advances as planned, the Greensboro site will become the centerpiece of JetZero’s U.S. manufacturing strategy as the company prepares to bring its blended-wing aircraft to market. 
JetZero expects the Greensboro campus to create more than 14,500 direct manufacturing jobs in North Carolina. 
The company also estimates the project will support roughly 53,000 additional jobs across suppliers, logistics providers and other industries throughout the United States. 
The proposed financing would help cover construction of manufacturing facilities, factory systems, production equipment and other eligible project costs. 
JetZero believes the investment will strengthen domestic aircraft manufacturing while expanding the country’s ability to export U.S.-built aerospace products. 
The Greensboro campus will also serve as a testbed for advanced manufacturing technologies. 
Earlier this year, JetZero announced partnerships with Siemens and Deloitte to develop the facility using digital engineering and AI-native platforms designed specifically for modern aircraft production. 
Engineers plan to build a complete digital twin of the factory before construction begins. 
The virtual model will allow teams to simulate production lines, equipment layouts, worker movement and material flows before any concrete is poured. 
Designers can test different configurations, identify bottlenecks and make adjustments digitally instead of modifying the factory after construction starts. 
That approach remains uncommon in aerospace manufacturing, where changes often become expensive once facilities are built. 
JetZero says the digital-first process will help create one of the most advanced and adaptable aircraft manufacturing plants in the United States while reducing development risks as production scales. 
Funding still uncertain 
Despite the headline figure, the agreement does not guarantee federal financing. 
A Letter of Interest simply establishes a framework for further discussions while EXIM evaluates whether the project meets the requirements for support under the Make More in America Initiative. 
Tom O’Leary, JetZero’s CEO and co-founder, described the agreement as an important milestone for the company’s manufacturing plans. 
“This Letter of Interest marks an important step toward building the most advanced aerospace manufacturing campus in the country and bringing tens of thousands of high-quality jobs to North Carolina.” 
O’Leary added that JetZero welcomes EXIM’s interest in supporting American manufacturing leadership and future exports. 
EXIM must still complete underwriting, legal, and environmental reviews before its Board of Directors considers any financing request. 
The agency stressed that the Letter of Interest does not represent a loan commitment or an obligation of federal funds. 
JetZero said the latest agreement expands its existing relationship with EXIM. 
Earlier discussions focused on manufacturing tooling, while the new framework covers the broader Greensboro production campus. 
If approved, the financing would support one of the largest aerospace manufacturing projects currently planned in the United States and strengthen the country’s industrial base for next-generation commercial aircraft.
