The National Weather Service issued the warning around 5:47 p.m. for parts of Fort Bend and Harris counties.
It was set to remain in effect until 9 p.m. as heavy rain associated with Tropical Storm Bertha moved across the area.
The Weather Service said around 6:12 p.m., local emergency management officials responded to reports of several vehicles that were stranded near U.S. 59 and Texas 6 in Sugar Land.
