Cole County judge rejects Megan Green’s challenge to state takeover of St. Louis police 23%

A Cole County judge has rejected one of three legal challenges to the 2025 state takeover of the St. 
Louis Metropolitan Police Department. 
Circuit Judge Daniel Green on Friday ruled that the legislation reinstating a state-appointed Board of Police Commissioners did not violate the single-subject or clear-title requirements of the Missouri Constitution as St. 
Louis Board of Aldermen President Megan Green’s lawsuit alleged. 
The bill’s title  an act related to public safety - made it clear that the legislation focused on “‘protecting or safeguarding the lives and property of Missouri citizens,’” Green wrote, quoting an earlier court case. 
And the provisions of the bill that govern the St. 
Louis police department are “quintessential examples of public safety: At its core, a police department protects and safeguards the lives of Missourians, and its governance and finances are essential parts of ensuring that happens.” 
Green rejected the clear-title violation claim on similar grounds. 
A bill’s title, he said, does not have to include every area that the legislation touches, so long as all those areas relate to the same subject: in this case, public safety. 
An attorney for Megan Green said she would appeal the ruling. 
Two other legal challenges to the state takeover are still pending. 
One, also in front of Judge Green, argues the provisions of the law that require minimum funding levels for the police department are an unconstitutional unfunded mandate. 
A second pending in St. 
Louis circuit court makes similar arguments.
