Flint City Council sends lower-rate transit, safety, parks millages to November ballot 6%

FLINT, Mich.  Flint voters will be asked to consider renewing three millages on the November ballot, each at a slightly lower rate than what is currently in place. 
Flint City Council approved three separate millage renewal resolutions in a 6-0 vote during their July 27, 2026, meeting. 
The approval allows each renewal to appear as a ballot question in the general election on Nov. 
3, 2026. 
The Public Transportation Services millage would be renewed at a rate of .5956 mills, down from .6 mills, to raise about $653,025 in its first year to fund public transportation services offered through the Flint Mass Transportation Authority (MTA). 
Though the millage was last voted in at 0.60 mills in 2021, the rate has been reduced due to rollbacks caused by the Headlee Amendment, an amendment to the Michigan constitution that limits increases in taxes collected to the rate of inflation, said City of Flint Chief Financial Officer Philip Moore. 
“One hundred percent of the money that we collect from this will be sent to the MTA to provide transportation services within the City of Flint,” Moore said. 
“That slight decrease will make sure that we don’t collect more than the rate of inflation.” 
A mill represents $1 paid in property taxes for every $1,000 of a property’s taxable value, roughly half of market value. 
For example, a Flint business owner with a property worth about $100,000 would pay about $29.78 a year. 
The currently authorized millage is set to expire June 30, 2027. 
If approved, the renewed rate would remain in effect from July 1, 2027 until June 30, 2033. 
Flint Councilwoman Judy Priestley attributes the proposed decreases to a rise in property values in Flint, which have increased more than the rate of inflation since the millage rates were last renewed. 
“The voters approved a certain rate, and because of the Headlee, we can’t collect the full amount that was authorized by the voters,” Priestley said. 
“This is the first time that the Headlee [Amendment] has come in, because our property values have increased by more than the rate of inflation, and we’re limited to the rate of inflation.” 
The Police and Fire Protection millage will also be up for renewal on the November ballot. 
If approved, the millage would be renewed at 5.9568 mills, down from the current rate of 6 mills, to fund police and fire emergency services until December 2031. 
The millage would raise about $6,531,134 in its first year if passed. 
The third and final renewal to appear on the November ballot will be the Citywide Parks, Forestry and Recreation millage. 
Currently set at 0.50 mills, the millage would be renewed at a rate of .4963 mills with the Headlee rollback taken into account. 
A renewed recreation millage would raise about $544,151 in its first year for parks and recreation programs in Flint. 
The renewed rate would remain in effect between Jan. 1, 2027 and Dec. 
31, 2036.
