Eastern Oregon healthcare sees federal funding boost amid anxieties about Medicaid cuts 56%

Rural Oregon’s healthcare system is getting a nearly $100 million injection from the federal government as providers, clinics and hospitals weather congressional cuts to Medicaid.
The Oregon Health Authority announced earlier this month that it was distributing $97.1 million allocated from H.R. 1, congressional Republicans’ tax and spending cut bill, to rural communities in every county across the state.
Healthcare providers across Eastern Oregon say they are excited to launch new projects with the federal funding through the law’s Catalyst Award program.
But in a region where many communities are reliant on federally funded healthcare, impending cuts to Medicaid are tempering optimism and creating uncertainty.
The grants were created to support healthcare innovation in rural areas, in response to pushback to the cuts.
Congress allocated $50 billion for the program over five years — less than one-tenth of the projected loss of Medicaid funding over the next decade.
Only one out of every four organizations that applied for the grant funding statewide were successful in securing it, said Robert Duehmig, the director for the Oregon Office of Rural Health at Oregon Health & OHSU.
“There’s a lot of need out there for a lot of programs,” he said.
“Unfortunately, that need is greater than what we have monies for.”
Enterprise-headquartered medical clinic Winding Waters, which serves Wallowa County, received a $247,000 grant to expand its pharmacy program.
CEO Nick Powers said the rural communities the clinic serves are resilient.
“People are used to adapting,” he said.
“I think where we’re headed is we’ll just have to adapt as the conditions change.”
With independent pharmacies under threat by supply chain issues and large pharmacy chains continuing to withdraw from rural Oregon, many small communities are underserved.
Powers said Winding Waters opened its own pharmacies in 2023 and 2025 to counteract that trend.
The new grant will allow the clinic to add a delivery service to its pharmacies to help better serve its far-flung patients.
Powers said the service won’t just drop off prescriptions at a patient’s door but will also bring along a staff member to answer patient questions and offer care.
Winding Waters isn’t the only Eastern Oregon beneficiary of the program.
Harney District Hospital, a 25-bed critical access hospital in Burns, and the only hospital in Harney County, is getting $2.4 million.
In a press release, the hospital announced it would put that money toward a number of technological upgrades, including Wi-Fi-enabled beds meant to improve patient monitoring and new equipment for its birthing center.
The La Grande-based healthcare nonprofit Northeast Oregon Network is getting $906,000 to help launch new training programs for community health workers, with a specific focus on training more Spanish speakers and youth.
Liberty Avila, Northeast Oregon Network’s executive director, said she’s uncertain about how deeply the cuts will be felt for her organization, but their services will still be needed.
“Community health workers will be really important to help people navigate the additional red tape that there will be with the new Medicaid changes as well as potentially finding other sources of coverage if they lose access to Medicaid,” she said.
Powers said Winding Waters is nervous about potential cuts in 2027 and the organization wants to make its grant stretch as far as possible.
Last year, OHA estimated that the new work requirements attached to Medicaid would lead to about 200,000 Oregonians losing their health coverage.
OHSU also received money through H.R.

Duehmig said his office will use part of that money to hold a series of community meetings to determine their remaining health care needs over the summer, including stops in La Grande and Burns in August.
