Former Coffee Creek lieutenant indicted on federal cyberstalking charges 20%

A federal grand jury charged a former lieutenant at an Oregon prison with cyberstalking July 30 after he allegedly mounted a months-long online harassment campaign that targeted a former partner, the U.S.
Attorney's Office said.
Jack Daniel Rowlett, 46, pleaded not guilty to the charges.
He and his ex met in 2020 while they both worked at Coffee Creek Correctional Facility, Oregon's only women's prison, and dated for approximately three years, court records show.
Rowlett allegedly told the victim he would "burn her (expletive) world down and anybody that's ever touched her" over the phone about two weeks after their November 2023 breakup.
Rowlett faces a maximum of five years in federal prison, one year of supervised release, and a fine of $250,000.
Rowlett was hired as a corrections officer at Coffee Creek in 2008, state records show.
After their breakup, Rowlett posed as other men on fake social media accounts from January to October 2024, officials said.
Rowlett posted dozens of offensive, harassing and degrading claims about the alleged victim, including posts of false claims about her sexual history with the men on the fake accounts.
The victim suffered significant emotional distress and reputational harm, officials said.
From the posts, some men recognized and approached her and even knew where she lived, according to court records.
She sought a protective order in state court against Rowlett for creating harassing posts.
Rowlett denied responsibility for the conduct and fought the protective order, officials said.
He broke the protective order in January 2025, officials said.
A federal investigation linked Rowlett to the posts by tracing the IP addresses of the fake accounts, court records show.
Rowlett filed a defamation lawsuit against the victim in Marion County, seeking $2 million in damages for falsely accusing him of harassment, court records show.
He also filed a complaint with the Oregon Government Ethics Commission in April 2025, alleging the victim misused her professional position for personal gain by asking an attorney from the Oregon Department of Justice to attend her deposition in the civil stalking protective order case, according to court records.
Rowlett was released pending further court dates, officials said.
The FBI investigated the case and the ODC cooperated in the investigation, officials said.
