After spending months alternating between threats of overwhelming military force and promises that diplomacy was within reach , Trump suddenly abandoned his proposal this week to impose a 20% fee on commercial cargo traveling through the Strait of Hormuz.
The president instead said Gulf states would make investments in the U.S. to reimburse costs for protecting the strait.
The reversal took less than 24 hours after Trump first unveiled his proposal — and hours later, Trump had returned to threatening to destroy Iran’s bridges and power plants.

The rapid shifts have become a hallmark of Trump’s public approach to the conflict, prompting some allies to privately question whether his repeated threats — followed by equally public retreats — still carry weight with Tehran.
“I just think you get to a point where it’s like the boy who cried wolf,” said a former Trump White House official, who was granted anonymity to discuss internal strategy.
“I mean, I think we’re there now.”
A current White House official, granted anonymity for the same reason, seconded the former official’s sentiment, arguing that the president’s reversals have led to a waning impact for his threats.
Still, the White House official also noted that Iran’s leaders frequently behave with “erratic behaving” themselves.
The United States and Iran exchanged fire for the fifth day in a row on Wednesday, with Iran’s Islamic Revolutionary Guards Corps saying it launched strikes on U.S. military areas in Kuwait, Bahrain and Jordan, according to Iran state media.

Central Command said that it launched Wednesday strikes on “coastal defense systems and cruise missile stage and launch sites” on a small island controlled by Iran in the Strait of Hormuz.
“Thanks to the overwhelming success of Operation Epic Fury, the United States has unprecedented leverage,” said White House spokesperson Olivia Wales.
“The unmatched might of the most powerful military in the world is on display for the world to see – and President Trump has all the cards and all options at his disposal to ensure that Iran never has a nuclear weapon,” she said.
The strikes come as Trump officially notified lawmakers over the weekend of a U.S. war with Iran, which the administration said will give Trump another 60-day window to pursue military action.
Multiple current and former administration officials familiar with Trump’s thinking who spoke with MS NOW on the condition of anonymity characterized the president as growing increasingly frustrated with the difficulty of ending the war.
One person described the moment as a narrowing window of opportunity for a legitimate peace deal.
But Trump’s tone has largely pointed to intensifying the conflict over the coming days, not phasing it down.
“We’re going to hit them very hard tonight,” Trump said on Tuesday in an interview with Fox News.
“We’re going to hit them hard tomorrow night.
We’re going to hit them really hard the night after.”

A key question for the coming days is when — and whether — representatives from both sides return to the negotiating table, especially as recent U.S. military operations have appeared to focus on the reopening of the Strait of Hormuz and the U.S. has reinstated a naval blockade on Iran.
For now, it appears peace talks and an agreement over Iran’s nuclear program have stalled, with strikes between the two countries continuing.
As the war escalates, questions over the U.S. strategy and Trump’s threats are intensifying.
During that Fox News interview on Tuesday, Trump refused to rule out ground troops in Iran — a move that many Republicans on Capitol Hill oppose.
The same White House official who acknowledged the downsides of the president’s messaging said Trump knows just how big of a step up in the war ground troops would be.
But the official noted it’s a consideration the president is still weighing, even if he’s reluctant to deploy troops at the moment.
