Flint officials say fewer than 10 properties remain in lead service line inspection process 15%

FLINT, Mich. — City officials say the number of Flint properties still awaiting lead service line inspections has been reduced to fewer than 10 as they work to complete the final phase of a decade-long replacement effort, according to City of Flint Communications Coordinator Phil Hendrix.
Hendrix said the city has taken “multiple steps” to contact the remaining property owners, including handing out fliers, knocking on doors and using deed information to track down owners who may no longer live at the designated properties.
“We’ve had people taking phone calls all summer long, we’ve had people hanging signs on homeowners’ doorknobs,” Hendrix said.
“We’ve tried tracking people down in every way possible so that we didn’t miss anybody."
Hendrix said city officials estimate fewer than five properties will remain uninspected in August.
Under the 2017 settlement agreement in "Concerned Pastors for Social Action v.
Khouri," the city was required to inspect more than 31,000 properties to determine whether they were connected to lead service lines, Hendrix said.
Hendrix said officials have completed inspections at nearly all of those properties.
The inspections identified more than 11,000 lead service lines that have since been replaced.

The Environmental Protection Agency (EPA) lifted its emergency order on Flint’s drinking water in May 2025, handing off regulation responsibility to the Michigan Department of Environment, Great Lakes, and Energy.
Flint’s water system has consistently tested below action levels for lead since July 2016, EPA officials told Flint Beat.
Flint Mayor Sheldon Neeley announced that the city filed a notice of satisfaction in U.S.
District Court on July 9, notifying the court that city officials believe they have completed the work required under the 2017 settlement.
The notice states that the plaintiffs did not object to the filing.
Court records show the notice was accepted on July 13 and no further actions are scheduled in the case.
