The last time Paul Vercher visited the Jefferson County Commission , U.S.
Steel’s senior director of state governmental affairs said he hoped to return with more projects at Fairfield Works.
Tuesday, Vercher indeed returned with a plan for a quench and temp project that further expands the viability of the steel operation.
The company is seeking a 10-year abatement of the noneducational portion of sales and use tax, noneducational portion of the real and personal property ad valorem tax, and the mortgage and recording tax.
The request was moved to the agenda of Thursday’s commission meeting.
“Here in Fairfield, we have our flat roll project with steel.
Then we also have our tubular project, oil country tubular product,” he said.
“This Q and T would be used for the oil country tubular product.
(This) is an industrial process that alters the microstructure of steel.
In other words, some clients want their steel to be a certain strength or hardness.
This will actually allow us to do that here at Fairfield instead of shipping it out somewhere else.
“It just brings more jobs in,” Vercher said.
“It ensures that Fairfield will remain a viable operation for the foreseeable future.
We’re really excited about it.”
Jeff Traywick, the county’s economic development adviser, said the project is expected to create 152 new jobs with an average wage of $35 to $36 an hour.
U.S.
Steel’s capital investment will be $463 million.
The requested tax abatement would cost the county an estimated $12.8 million over 10 years and the state $4.9 million, Traywick said.
The project is estimated to generate about $18.5 million for the county’s general fund over 20 years, $42.5 million for schools and more than $20 million for the state.

Vercher said U.S.
Steel’s merger with Nippon catapulted it from being the 24 th -largest steel company in the world to third or fourth in the world.
“We really jumped up a lot,” he said.
“But that merger also means there’s a lot more money that U.S.
Steel has for investment, for community activities and other exciting things that really benefit communities.
We have a long history in Birmingham, and we’re excited about that and excited to continue it.”
Commissioner Lashunda Scales, who represents District 1, said she’s excited about what this latest project can bring to the area.
“I’m glad that we’re moving forward and being able to provide livable wage jobs throughout Jefferson County,” she said.
“Even though it happens to be in in my district, it has been amazing for Jefferson County employment.
“They have been very good stewards of being able to take care of their employees,” Scales continued.
“I really appreciate you more than you know.
And as relates to community projects, I want to go on the record saying that they have been extremely good partners for the community (where) their business is located.
That means a lot, and they’ve been consistent.
I look forward to some other things that are going to come out.”
