Rep.
Troy Carter's speech in front of a new amenity at a park in the Cut-Off neighborhood in Algiers on Friday, an enormous red bucket dumped gallons of cold water into the park behind him.
"That's only the beginning," Carter joked, standing in front of Cut Off Recreation Center's new splash pad during a ribbon-cutting ceremony.
The 2,000 square-foot splash pad, which cost nearly $1 million and officially opened about two weeks ago, has 30 fixtures and jets that shoot out water, and an enormous bucket that can douse kids every 7 minutes.
It's the New Orleans Recreation and Development Commission's first "stand-alone" splash pad, said NORD's Interim CEO Natasha Robinson.
There is also a splash pad attached to the pool at the George V.
Rainey Natatorium on the West Bank, NORD spokesperson Emily Oliver said.
Friday's ribbon-cutting came a few months after construction crews broke ground on another new amenity for Cut Off's recreation center, a $4 million indoor swimming pool that Carter also helped secure the funding for.
The splash pad and pool will help kids in the Cut-Off neighborhood learn how to swim and stay cool in the increasingly hot summers in an area that has long has been without a swimming pool, officials said.
Carter said he remembers growing up playing football in a field nearby and swimming in the Mississippi River.
"Unfortunately, I swam in the river right behind us.
We shouldn't do that and now ... those kids won't ever have to do it again," he said.
"This is so exciting for our neighborhood, for my child who is a part of this neighborhood," said Monisha Jackson-James, a member of Cut-Off's neighborhood association.
Officials gathered Friday included Council member Freddie King, State Rep.
Delisha Boyd, D-New Orleans, and New Orleans Deputy Mayor Kevin Ferguson.
The project has been in development since at least 2020 but faced a series of delays, including the Covid-19 pandemic, said Jerry Harris, the city's capital projects director.
Approximately $926,000 was allotted to fund the splash pad, Harris said.
Of that, $748,000 came from capital outlay funds that Rep.
Carter secured for the project while he was a state senator, Carter's spokesperson said.
In addition, $9,000 in FEMA money went toward the project and the rest came from bond money, NORD's spokesperson, Emily Oliver said.
The Cut-Off splash pad's current hours are Monday through Friday from 3 p.m. to 6 p.m. and Saturdays from 9 a.m. to 2 p.m.
Another splash pad at NORD's Village de l'Est Playground is also close to completion, Oliver said.
