Metropolitan St. Louis Sewer District has broken ground on the first project funded by Prop S 23%

Two years after voters passed Proposition S, the first project is underway. 
The proposition, which increased property taxes to pay for better ways to control flooding and erosion, is funding more than $700 million in stormwater improvement projects in the St. 
Louis area. 
The Ulena Storm Improvements Project is the first of hundreds of projects to begin construction. 
According to the Metropolitan St. 
Louis Sewer District, the project will reduce flooding in the Bevo Mill area by building 150 feet of stormwater sewer pipe along Walsh Street. 
The new stormwater sewer pipe will carry extra runoff away from yards, streets and homes and into a nearby sewer system. 
St. 
Louis Alderwoman Anne Schweitzer, who represents the 1st Ward, said that the whole point of the project is to create a better place for residents. 
“When you’re dealing with floodwater, you’re thinking about the people,” Schweitzer said. 
“The people who live here and the people who need to be able to use these resources and  have the ability to predict what their environment’s going to look like on any day-to-day basis, regardless of how hard it rains.” 
She said the community will see the project’s impacts soon and should start noticing that stormwater doesn’t sit as long. 
Prop S established MSD’s Stormwater Capital Program, which provides funding for stormwater improvements in the St. 
Louis region. 
Bess McCoy, manager of public affairs for MSD Project Clear, said the Ulena project is relatively small and will only take about six months. 
She said that’s one reason it’s the first project to begin construction. 
According to McCoy, the Ulena Project is the first of many steps, and MSD has identified more than 500 projects across the region. 
She said completing everything will take about 20 years. 
“We’re in a better place than we were a couple years ago, and at least we’re getting started, and we’re building a more resilient community,” McCoy said. 
According to MSD, other projects funded by Prop S “will follow in the coming months and years.”
