The former head of the Port of San Francisco was arrested early Saturday on suspicion of felony burglary after authorities said they found her aboard someone else’s yacht — just three weeks after starting her new job as city manager of Sausalito.
The arrest capped a chaotic week that began with an unexplained closed-session leave of absence and has thrown the small waterfront city’s leadership into question less than a month into her tenure.
Elaine Forbes, 53, was booked into Marin County Jail after deputies responded to a noise complaint just before 7 a.m. at the Sausalito Yacht Harbor.
Deputies say they found her aboard a boat that belonged to someone else, according to the Marin Independent Journal, which first reported the arrest Sunday.

Domenick Yazzolino told The Standard that Forbes picked “a random boat” to break into.
Initially, she told deputies the vessel was hers, he continued, but the boat’s actual owner was later contacted and confirmed she didn’t have permission to board.
Bail was set at $50,000, and booking logs showed Forbes remained in custody as of late Sunday afternoon.
Though the jail records list her as a San Francisco resident, the Marin Independent Journal reported that Forbes had recently moved to a floating home just north of Sausalito.
The arrest came two days after a private City Council meeting, which ended with the city announcing that Forbes had been placed on a leave of absence through Sept. 8, with Assistant City Manager Brandon Phipps stepping in as acting city manager.
The city gave no explanation at the time, citing personnel privacy.
In a statement Sunday, the city said it would refrain from discussing the specific allegations because of the ongoing investigation, calling the arrest “a difficult development for our city staff and our community.”
The City Council is expected to address the matter at its regular meeting Tuesday.
A phone call to Forbes went straight to voicemail.
Crisis PR consultant Sam Singer, speaking on behalf of Forbes and her family, said she “is experiencing a mental health crisis” and asked the public not to “rush to judgment based on limited information” while she obtains legal and medical counsel.
The statement did not address the specific burglary allegation or the circumstances of her arrest.
Fast fall for a high-profile hire
Forbes was appointed to the Sausalito post in May, months after announcing in September that she would step down as executive director of the Port of San Francisco after nine years in the role.
Mayor Ed Lee appointed her as the Port’s executive director in October 2016, after she had served as interim director since earlier that year; she was, at the time, one of only a handful of women in the country leading a major U.S. port.
At the helm of SF Port, she oversaw a staff of roughly 270 and managed major waterfront infrastructure projects, including seawall reinforcement and sea-level-rise planning along the Embarcadero.
In her final year at the Port, she was a public face of the Fisherman’s Wharf Forward initiative, a plan to demolish the shuttered Alioto’s Restaurant building and replace it with a public plaza overlooking the wharf’s fishing fleet.
Before becoming director, Forbes served as the Port’s chief financial officer and deputy director for finance and administration.
She also held earlier public-sector roles in San Francisco and Oakland, including director of finance at the San Francisco Planning Department, and worked in nonprofit land-use and economic-development advocacy, including stints with the Urban Strategies Council and the Western Center on Law and Poverty.
She began the Sausalito job July 1 at an annual salary of $275,000.
