On Monday, OPD spokesperson Paul Chambers said Michael Savage was arrested on July 17 by robbery investigators.
A man who allegedly robbed the same bank in Oakland twice in a week is in custody.
On the morning of July 9, a man entered the Wells Fargo Bank on 9th Street and Franklin, held and employee at knifepoint, and then fled with an undisclosed sum of cash, according to police.
The same man, police allege, returned on July 15 and robbed the bank a second time.
Police said they used surveillance footage, witness statements, and physical evidence to determine both robberies were committed by the same person.
On Monday, customers were lined up outside the bank to use its ATM.
A security guard stood watch next to them.
Savage was charged by the DA today with felony robbery and false imprisonment.
He has not entered a plea or been arraigned yet.
An uncommon type of crime
Bank robberies have become much rarer.
There were 260 robberies of banks and other financial institutions in California in 2025.
That was 0.6% of the total robberies committed that year.
That’s down from the 1,233 bank robberies committed in 2005, which was about 2% of all robberies in California.
Some theories about why bank robberies have become less common:
The rise of the internet has presented criminals with less-risky opportunities to defraud people
More surveillance technology, especially in and around banks, has helped catch more suspects
More banks have hardened their buildings and booby trapped their cash, making heists more difficult
Federal criminal penalties for robbing a bank got harsher starting in the 1990s and 2000s
